“ENERGOPROM” Group is inviting manufacturers of metallurgy products to take part in the Request for Quotation process for the lot being graphite electrodes, grade EGSP-UHP, diameter 610 mm, length 2,400–2,700 mm, quantity: 360 tons; terms of supply: from January 01, 2018 till June 30, 2018, in equal consignments, 60 tons monthly; terms of payment: 100% advance payment; place of fulfillment of obligations for the supply: FCA, PJSC “ENERGOPROM — NEP”, Aluminievaya Ploschadka, Novocherkassk, Rostov Region, Russian Federation, based on the Rules of use of the national and international trade terms, Incoterms®, 2010, International Chamber of Commerce (ICC).
The Request for Quotation process will be held on October 11, 2017.
Participants shall be manufacturers of metallurgy products who have production facilities for use of graphite electrodes and/or companies belonging to the same group to which such manufacturers belong, as provided by Article 9 of the Competition Protection Law. For the purpose of participation in the Request for Quotation process, participants shall file an application for participation in line with the Request for Quotation documentation in the period from October 05 till October 09, 2017. The participants who meet pre-qualification requirements will be provided with invitations to participate in the Request for Quotation process.
When evaluating applications, “ENERGOPROM” Group will be guided by the price criterion.
“ENERGOPROM” Group reserves the right not to enter into the contract with the participant who offered the highest price, if:
1. the participant is neither a manufacturer of metallurgy products nor a company belonging to the same group to which a manufacturer belongs;
2. the participant is going through the process of liquidation or reorganization, or if insolvency (bankruptcy) proceedings have been initiated against the participant;
3. the participant was found to have filed unreliable information.
This Request for Quotation process is not a bid within the meaning of Articles 447–449 of the Russian Civil Code, nor is it a public tender regulated by Chapter 57 of the Russian Civil Code. This Request for Quotation process will not entail for “ENERGOPROM” Group any legal effects provided for by Articles 447–449 of the Russian Civil Code. The goods have standard specification and a certain volume, all participants will be submitting their price proposals for the same goods.
